In 2024, the Diet passed a bill to help those who have not had sex as a measure to combat the declining birthrate. This law aims to improve the public's sexual knowledge, and to help those who have not had sex, or so-called virgins, who are often sexually vulnerable, by creating a sex education promotion department in each prefecture and city hall, and having city hall women themselves perform sexual intercourse procedures to improve the birth rate. This time, we closely interviewed Sayaka Kitamura, a newly married woman assigned to the newly established Sex Education Promotion Department of the Citizens' Department, as she provides sincere sex education to virgins, including bareback insertion, continuous sex, facials, and creampies.
